One way to grind up EXP would be great with a dupe glitch, but Sanctuary is full of wood scrap and fence posts are cheap. Clear out a ruined house for flat ground and fill it up with fenceposts as tightly packed as possible, you can get a bunch of levels from that. Then scrap them, dupe if possible, and repeat ad nauseam.
